The 500 class was essentially the same type as the JNR 8620 class. Between 1919 and 1928, a total of 43 locomotives were built for Taiwan: 33 by Kisha Seizo, 4 by Kawasaki, 1 by Hitachi, 3 by Nippon Sharyo, and 2 by Mitsubishi. It was the most numerous steam locomotive class in Taiwan. The period during which this class was built coincided with major changes in locomotive equipment, including the adoption of electric headlights, the change from vacuum brakes to air brakes, the replacement of Gould automatic couplers with the more reliable Sharon automatic couplers, and the fitting of smoke deflectors. In the 1937 class-name revision it became the C95 class, and after the war it was reclassified as the CT150 class. Only one locomotive of this class has been preserved: CT152, which is on display at the Miaoli Railway Museum (苗栗火車頭園區).
